I have the honour to inform you that the Unofficial Members of both Counoile met today to consider your letter of the 8th instant on the subject of rent allowances to Civil Servante, together with your message of this morning thut probably no extension of the scheme suggested in your confidential oiroular, which the Unofficial Hembers themselves
do not approve but which they understand has received the
assent of the Secretary of State, can be brought into effect
during the war.
Inthese circumstances the Unofficial Members
agree to the temporary adoption of the scheme in the confidential
ciroular. But they request that the extended plan recommended
by them and set forth in my letter of the 24th Jure be submitted
forthwith to the Secretary of State, with a view to its consideration by him at the earliest date practicable; and they
hope he will not find it necessary to postpone such consideration
